No. The girls always fuck with condom. (obviously you can see exceptions on internet but is not normal)
the bj without is something cultural i think. (and the risks are much lower)

Oral sex without condom still poses some dangers as you can still get several diseases from virus that might be hosted in someone's throat.

For example, Gonorrhea can be transmitted through oral sex and the latest strain of the virus is immune to all known antibiotics.

So, sometimes, it's better to be safe than sorry.
